EU to issue guide to health tourism

The European Commission has announced a formal consultation on opening up the EU healthcare market, with a guide for health tourists being issued next year. 06-09-2006

The pan-European rulebook will set out clearly when treatment obtained overseas must be funded. The move follows court rulings forcing governments to reimburse patients who have sought treatment abroad. Healthcare was omitted from previous EU talks on liberalising services because the issues involved were viewed as too controversial and complex.

A series of judgments at the European Court of Justice has made the move towards a more open market unavoidable, however. EU Health Commissioner Markos Kyprianou said yesterday (05/09/06) that a new legal framework was required because patients had the right to shop around if they could not receive treatment within certain conditions in their own country.

The Department of Health said it was not expecting large numbers of patients to demand treatment abroad - last year, 232 people received NHS-funded treatment in the EU.
